Is it expected of the bride to offer hair and makeup for the bridal party if she is hiring one for herself? If bride is trying to save money, what is best way to approach this with the bridal party?

Offering this service is not an obligation. If you cannot afford this service to your bridal party just let them know that there will be a stylist available and tell them the cost. I totally agree with the Moderator's advice. The bride is in no way obligated to pay for her bridesmaids' hair and makeup. However, she has to inform them that these services will be available for them if they chose to use them. Most bridesmaids prefer to have their makeup and hair done professionally for such an important event, especially knowing that they will be photographed a lot.
