The bride lives in NYC and the bridesmaids are spread all over the country. The wedding and shower are in California. The bride wants a bachelorette party in Las Vegas. This is adding up pretty quickly for those in the group that do not make a lot of money. Since the bride wants this party in Las Vegas, should she be expected to pay her own airfare & hotel room portion? I expect the group to chip in for drinks, taxis and dinner. I plan on being very straightforward with an itinerary and expected cost + donation. Is this acceptable?

The bride can request this party, but she cannot demand it or plan it as it is a party for her. If she wants to just party in Las Vegas, then it isn't a traditional bachelorette party and no one is obligated to attend or pay. If you plan this as a bachelorette party, then everyone would pay for her evening. That doesn't have to include travel fees, but it would include her lodging.
Yes, you would be very open and honest about the costs involved with all of the guests.
