     16 yr old at bridesmaid

My fiance has a 16 yr old step-sister. I want to include her in the wedding party; however, she would not be able to participate in the partying and drinking of the bachlerette party or could not host a shower. Is it proper to have her as a junior bridesmaid, or should I have her as a regular bridesmaid and exculde her from the bachlerette party?

Thanks so much.
