Flower Girls two completely different ages

My flower girls are two different ages 1 1/2 and 9. I was going to have the 9 year old hold the 1 year old down the aisle since she wont be able to walk on her own by then. But then I realized that the 1 year old will hardly be able to hold the basket and wont be able to throw the petals. In addition, if the 9 year old will be holding the 1 year old so she wont be able to either. I'm really against the parade and putting the 1 year old in a wagon (since its in a church) and I'm sure the priest wont ok it. Any other ideas? Do they have to hold baskets with petals or can they hold small bouquets? Thanks

They don't have to toss anything. However, that is the object of the flower girl. Instead of carrying baskets of flowers, how about doing floral head dresses for them to wear in their hair?

Actually, the youngest is too young and the oldest is too old. She shouldn't be over the age of eight. If she appears older than eight, she may be embarrassed if she is in this role. Plus, the youngest could scream the entire way down the aisle.

Actuallly, the 9-year old is too old to be a flower girl. Flower girls are usually between the ages of 3 and 7. She should be a junior bridesmaid, who is usually between the ages of 8 and 12.

I understand. It was important to us to include at least one child from every family, so this is the way it needs to be. Now, I just need to work with it and do the best I can. So any ideas would help. Thanks
