Matron of Honor Husband in Wedding Party???

My youngest daughter is having her two older, married sisters, as her matron of honor. In addition, she is having their children as flower girl and ring bearers. She does not want the respective husbands in the wedding party. Is it consdiered proper etiquette to have the matron of honors' husbands(her brother in laws) in the wedding party, also?

She can ask whomever she likes to be in the bridal party. There is no wedding etiquette that insists she has to also ask spuses or significant others.
