     Invite shower guest to reception instead of wedding  

My daughter is having her wedding in a small chapel that seats only 125 guest.

Is it OK to invite people who were sent shower invitations to the reception but not to the wedding due to limited space?

Yes, this is appropriate. many couples choose to have small, intimate ceremonies and then larger receptions. Of course, you will need 2 sets of invitations; one for ceremony guests and one for just reception guests.
