Out of town bride - meet & greet

My brother and his fiance live 2000+ miles away & are flying in for a small wedding/reception. One of my sisters suggested we throw a bridal shower since the bride does not know anyone locally. We got a date from her when she will be in town and available to take a break from her wedding-plan errands. Her bridal party will not be coming until right before the wedding. However, we have a large family. Because of cost, we have learned that he is not able to invite all the cousins. Since many of them have not met his fiance but seem interested in meeting her, what kind of event would be appropriate? What should we call it on the invitations? What if they wish to bring a gift? Should we indicate on the invitation 'no gifts'? Should we include the bride's mother or others in the bridal party if they will be in town at this time? We don't expect to invite more than 20 for this gathering. Also, is it appropriate for us to ask the bride/groom who is on their wedding reception list? Thanks for any guidance you can provide.
