Used Bridal Shower Gifts and Now Wedding Is Cancelled

My daughter recently had a bridal shower. Since her wedding was was not too far off, she opened all shower gifts and began using some of them. The wedding is now called off. Would it be proper to send each person a monetary value for the gift they gave instead of the actual gift?

Usually the gift is returned. But, she could ask each guest what they prefer.

This is a very good reason why no shower or wedding gifts are used before the wedding. It is a very big no-no.
