Who should host the bridal shower?

My step-granddaughter is getting married in October. She has been part of our family for 14 years. Her fiancee's family is giving her a shower, as well as her bridesmaids. Her Mom has no sibilings. We would like to give her a shower for the "step" side of the family, but don't know who the proper host should be. Can you help?

The bridal shower should be an intimate gathering of the brides friends and family. If the "step" side of the family are not going to be invited to either of the two showers already being given someone other than a family member can offer to host anothe shower for the bride.
