Is it alright to invite guests to a bridal shower that will only be receiving an invitation to the wedding and not the reception? Is any of this proper?

Well, since I am the bridal shower hostess, and not in control of the wedding invites, do I include these guests or not? It is all so confusing!! Thank you for any advice.

Personally, I wouldn't host it, but that is just me. I would feel badly for the guests who are being treated as a means of receiving two wedding gifts and are not being hosted to the party (reception).
If we are to stick to the 'rules', those invited to the wedding may be invited to a shower. The shower shouldn't be hosted by family and shouldn't include more than 35 guests--it shouldn't appear to be a mini-reception.
