     Do I have to follow the two month rule?  

We cannot finalize the catering contract or purchase favors or anything like that until we know for sure who is attending our wedding in Vegas. Can we send out invites now when the wedding is October 13?

For a destination wedding you can send out your invitations early but now is too early. Favors don't normally take that long to come in and the caterer knows that final numbers won't be available to him prior to a month before the wedding. I would send them out the end of July with a rsvp date by 6 weeks prior to the wedding date.
