Welcome Gifts for Destination Wedding Guests Not Staying at the Hotel

I purchased straw tote bags and I am filling them with beachy items as welcome gifts/favors for our St. Maarten destination wedding at the Westin. We did not recommend other hotels, but some guests are coming and staying at timeshares. Do we give them these bags too, even though they're not staying at our hotel? I feel like they won't be spending time with everyone else but want to know proper etiquette.

If so, when should the welcome gifts be given? At the reception? We're giving wedding favors at the reception (not the tote bag). Do we give the guests not at the hotel just the wedding favor & not the welcome gift?

If the guests will all be at a location prior to the wedding day (such as welcome reception, etc.) then give all at that time. Otherwise, don't make yourself crazy and provide for the guests at the host hotel only.
