I am having a destination wedding approximately 250 miles from my home town. Do I send invitations to everyone that I want to invite, or do I let everyone know in my wedding announcement from my home town know that they are all invited? In other words, do I only send invitations to people who are not from my home town?

Please send invitations to everyone you want to invite no matter where they live. Wedding announcements are sent after the wedding.
