My daughter is being married January 12 in Mexico. As far as invitations go, I have taken the approach to my daughter's wedding as such: I ask my friends if they would like to attend or are able to attend my daughter's wedding. If they say no, it's not possible, then I don't send them an invitation. I have invited my immediate family. My daughter (the bride) said I should have sent invitations to all my friends whether they can attend or not. Your thoughts?

Today, the couple invites, not the parents. So, if she wanted your friends to attend, she would send invitations. But, it is too early to send invitations. She could send save the dates now and invitations two months before her wedding.
We send invitations to everyone we wish to attend no matter if they think they can attend or not.
Although hosting a reception is optional, if she invites these guests, she is expected to provide something for them. So, if her budget is limited, she should keep her guest list tight.
