Can a Deacon perform a marriage outside the church?

My fiancé and I are both lapsed Catholics and have found a wonderful chapel to have our ceremony at. I have a list of ministers from a nearby town who would capable of performing our wedding ceremony, but my mom has a friend who's husband is a Deacon and she haphazardly mentioned using him as an officiant. I hadn't thought much of it but now that I'm getting down to the wire (I have a little more then 3 months to go) I'm curious as to wether or not he could perform the ceremony.

Is a Deacon allowed to perform a wedding ceremony out side of the church, for a non-Catholic wedding?
