My daughter has planned a fairly large, formal wedding for November. The dress has been bought, as well as substanial deposits made on music, reception hall, cake, caterers, etc. Due to unexpected circumstances involving religious conflicts, she had a quick, quiet family only service and small reception. Is it appropriate to have a blessing of the vows and the reception as planned? Several teas and showers are already scheduled and invitations sent out.

It would be best to just have the reception. The blessing of her vows should be a small, family affair and shouldn't appear to be a wedding, which what you describe this to be would appear to be a wedding.
There should be no pre-wedding activities at this point, especially showers. Only wedding guests may be invited to a shower. She has no wedding guests.
