My husband and I were married at the county jail by a justice of the peace before he was sent to prison. We were separated by glass during the ceremony and no family members were allowed to attend. I have not seen my husband in 3 years and would like to have a small wedding with our families when he is released. Can we have a regular wedding or will this be inappropriate?

No matter where a wedding takes please the outcome is still the same - marriage. You're already married so you couldn't be married again. However, you can have a vow renewal or a blessing of your marriage in your place of worship. Go ahead and celebrate his return but keep in mind that some of the elements of a wedding don't make sense for a vow renewal. See Wedding Vow Renewal Etiquettefor more information.
