I have been reading the prior posts that I can find and it appears that it is not good ettiquette to do a surprise. my parents know we are planning a party that consists of family meeting for dinner at a restaurant and then cake at home but we were planning a renewal ceremony after dinner at a private location instead. Should we not?

It's not that a surprise vow renewal isn't proper etiquette. This ceremony is typically very personal. The couple usually selects and writes the special vows. The plan the ceremony together. Your parents could be disappointed that they weren't afforded this opportunity. Plus, what if one of them (or both) don't want this ceremony? That would be a surprise for all of you! What if they are planning their own private renewal at another time and they haven't told anyone?

I agree. This may not be something they really want to do in this manner, this day. It is best for them to plan it.
