This is my sibling's second wedding who is in their 40's and is across the country from me. It would be expensive for plane tickets for my family and attire as this is a lavish 2nd wedding. I was in her first, tux and all. Do I have to attend?

Of course you don't have to attend. If you can afford to do so, great. If not, call your sister and explain the situation and express your regrets.
