I am wondering if it's appropriate for there to be ten bridesmaids, dresses costing $170 each, just for dress not accessories, junior bridesmaids and flower girls, dresses $100 each, but the wedding and reception will, at the most, cost maybe, and that's a strong maybe, $5000.

Dear Mystonya,
It really isn't the cost of the dress, it is the formality. The formality of the dresses should reflect the formality of the wedding. So, if these dresses are more formal than the wedding, they are not appropriate.
