I am having my 21 year old Niece-in-law as greeter for our outdoor ceremony (no ushers). I would like her to wear a shorter version of my MOH's dress. Is this proper?

Dear Mmirons,
She typically wouldn't wear the same dress. If this is your wish, then it wouldn't be polite to ask her to pay for it. Also, it may be a bit confusing for the guests. They may wonder why one of the bridesmaids isn't participating.
Normally, she would dress a bit nicer than the rest of the guests.
