Dresses for flower girls of different ages

I am getting married this October. I have decided on a sunflower theme. My dress is ivory with champagne and rum accents. My bridesmaids are wearing a dark brown dress with yellow accents. I have a niece who will be almost 15 months at the time of the wedding, I have decided for her to be a flower girl. I also have an 11 year old sister that we have decided to help guide my niece down the aisle. So would she be considered a flower girl as well, or should she be dressed as a junior bridesmaid? If a flower girl, what style and colors would go best for the two of them, considering their age difference?

Traditionally the flower girl is under the age of 12 so both are acceptable. Also traditionally the flower girl is in white as the bride is.
