MOG dress shouldn't be more "formal" than MOB

I've gone back to February's posts in this forum looking for answers to a MOG dress buying question (I'll post that separately). In my search, I have often seen responses to similar questions posted already that the MOG should not have a more "formal" dress than the MOB. I don't understand what makes one dress more formal than another if both moms are wearing gowns. Can you explain? Thank you.
