Who gives welcome toast at wedding reception?

Our event planner suggested that it would be a nice touch to start off with a welcome toast.

One of your earlier posts stated that the father of the bride should give the first toast, if he is hosting. If not, then the best man gives the first toast.

Is the first toast the same as the welcoming toast?

Is it ever proper for the mother of the bride (MOB) to give the welcome (first) toast at the reception? The MOB and the FOB are divorced and the MOB has paid for and is hosting the reception.

Thanks

Dear Siriusly,

This isn't traditional, but all of toasts are optional any way. The couple would have the last say on this even if you are paying. So, you could welcome the guests with a toast if this is what your daughter and her fiance want.

Best wishes,
