Our friends are having an evening reception at a VERY nice golf club in mid-October(Wedding took place in September). The invitation doesn't mention dress code. I am planning to wear dressy black slacks and dressy blouse. Is this too casual? What about husband's attire?

This is fine for a reception during the day with your husband in much the same attire (with or without a sport jacket). If it held during the evening, you may want to wear the little black dress or its equivalent (nice pant suit will do) and your husband in a suit.
