I'm 19 and have been invited to my cousin's wedding.
The reception will be held in San Francisco, in the Bank of America Center. I don't know how formal this wedding or the environment of the Bank of America Center is, but with the advice and suggestions of my friends, I bought what I hope is a suitable dress.
The dress is a shiny beige material with a sheer layer of black over it, so the colored inner layer shows through. It is cut in a spaghetti strap V-neck style with a strip of decorative lace below the bust and at the hemline. It is about 3/4 length; the hemline falls right below where my knees are. I'm not sure if that's too casual, but I'd appreciate your opinion so I can exchange and buy another if necessary.
If this is okay, what kind of shoes would match this dress?

Dear Suitable Dress,
It should be fine it the event is after 3 pm. I'm thinking that it may be too dressy for an afternoon affair. If the event is in the morning or early afternoon, a skirt suit or conservative dress would likely be better. Even a nice pant suit would be fine. Any of these choices would have to be very high quality. The venue is very nice.
