I have a wedding reception coined as "semi casual", to go to on October 1st in Ottawa, Canada. The weather can be chilly up here then so I am quite unsure about what to wear. I dont like wearing pants but what would qualify as semi casual attire? Any suggestions?

Semi-casual doesn't mean that you have to wear pants, it just means that you can wear a nice pants suit. A pants suit is one option...since you don't like to wear pants I suggest a dress or skirt outfit that is semi-casual. As long as you aren't in something formal you are fine. For example, a nice cocktail dress would be perfect. Think fancy dinner/fun cocktail party.
