wedding guest attire for black tie optional wedding

My husband's sister is getting married in a church wedding at 3pm with an evening reception at a tennis and beach club in Pebble Beach. The invitation says "black tie optional" in the corner. What does this mean? How formal should we dress?

Dear Sis in Law,

This would mean tuxes at night (optional), but suits during the day. You could wear a cocktail style dress, which means the little black dress or its equivalent. Nice pants suits are fine also.

Best wishes,
