My step-son and his fiance are not in the military. They want all groomsmen to wear tuxedos at their wedding. My other step-son is a marine, and wants to wear his formal uniform and not a tuxedo as he participates as a groomsman. The future bride and groom think that the uniform would draw attention away from them. Neither side is budging, and the marine step-son may decide not to be a groomsman if not allowed to wear his uniform. Is it standard for all groomsmen to wear the same attire, or would it be expected that a marine would wear his uniform? Should the future bride and groom have the final say, or is there a precedent for this situation?

Yes, all of the groomsmen should dress the same. It is true that his uniform would draw the eye away from the couple. That wouldn't be polite.
The only caveat would be if the couple wanted him to wear his uniform and he was active. Then it would be all right for him to dress differently than the others. But, it is expected for all attendants to dress as the couple wishes. This is what we agree to when we accept the honor of being an attendant.
