We're getting married on New Year's Eve. We are having only a best man and matron of honor, no groomsmen or bridesmaids. Thought it's NYE, it's not "black tie" or overly formal. Should the groom and best man wear tuxedos? Will it be odd that they will be the only two men wearing tuxes?

Their attire should reflect the formality of your event. So, if yours is not formal, then they should wear suits.
If they decide on tuxes, it isn't odd that they wear them and no one else does. The wedding party is typically dressed more formally than the guests.
