Tux for Mom of Groom's date

I am getting married in December. The groom's mom wants her date to wear a tuxedo. The dress for guests is semi-formal. I feel that only the wedding party should wear tuxedos. Who is right?

Tuxedos are formal evening wear. Your mother's date should dress as a guest with semi-formal attire such as a dark suit.
