We are having a beach/ cliffs wedding in July. We are stumped on what the groomsmen should wear.
The Groom is in a light colored suit/ tie and light shirt. Should the groomsmen match the groom with the same slacks and shirt or shouuld they be in something different and neutral?

I dont endorse suits, I only recommend tuxedos, but for a beach wedding I would say navy blazers and white pants for the groomsmen.

Since the groom is wearing a light colored suit, shirt and tie then the groomsmen can do the same. They can wear the same suit, but I would have the groomsmen in a different shirt and tie. Preferably a color that coordinates with your bridesmaids. This way the groom is a little different and stands out as you do, and all of the colors of the bridal party will be coordinated and compliment each other.
