     Dress altering  

I was wondering how difficult it would be to alter the waist style of a dress. A picture of the dress I would like to alter is attached , would it be possibele to have it altered into a dropped waist style? Or am I better off having a dress custom made , depending on what is easiest and least costly (dress is about 600 dollars).
