Formal or Informal - Small Wedding with Family

I need help on attire, i.e. wedding dress style and look suggestions for a wedding of immediate family and very close friends, with a total of 35-45 people. The wedding will be at sunset outside and the reception will follow in doors. My bride has found a bridal gown that is above our budget, but doesn't know if it is appopriate?
