My dress was custom made out of lace which I was told can't be hemmed. So they took a hem to hollow measurement at the bridal shop. The dress was made to the specified length. I just got my dress and it seems short? How far off the ground should your dress be?

The bottom of your dress should be just above the tip of your shoe. This is relatively easy to tell if your wedding dress has a tapered silhouette.

If your dress is full (a-line with petticoat or ball gown), you should be able to just see the tip of your shoes when you walk. The bottom of the dress should not be touching the ground.
