Wedding in in February ceremony is at 12PM cocktail hour and reception to follow at a very nice catering hall on the bay. Could the MOH and BM wear long dresses?

Yes, they could as long as their dresses are not more formal than the bridesmaids' dresses. Some long dresses are informal, so it is difficult to make just one rule anymore about length.
