Dear Bay Bride,
According to Mr. Webster:

mantilla: a light scarf worn over the head and shoulders especially by Spanish and Latin-American women

veil: a length of veiling or netting worn over the head or face or attached for protection or ornament to a hat or headdress

Webster is wise --- and Webster is true.

Generally, "Bridally" speaking, a Mantilla is a lace head covering that drapes down around the shoulders (at least) although it is often times longer.

A Veil is tulle or net piece(s) in various lengths (to the eyes, nose, chin, shoulders or cathedral) and widths, worn alone or attached to a hat, tiara, comb, jewel/ornament, etc…
