Wedding Program Etiquette

We are listing grandparents in the program. Do we list step-grandparents also? I have been remarried for 10 years and my daughter is not as close to my in-laws as I am but they consider her a granddaughter.

List them as step grandparents so as not to upstage the blood relatives. Run that idea by your daughter and see how she feels.
