I am having a problem with RSVP. I had a deadline date to ensure the number of people for the caterer, and now that the wedding is THIS weekend- I am getting late responses (not even the cards, but folks calling or telling other people who are attending that they will be there as well). Long story short I need a tactful way to put in the program that the reception is for RSVP's only. At this point I can't add in additional space in the reception hall and the caterer is already set. Please help......

I'm sorry, but there is no way to do this politely. When we invite, we just assume that the guests will attend even if they don't RSVP. It is unfortunate that so many do not know how to be good guests.
You may be able to call these guests and inform them that you didn't count them as they didn't RSVP. It is uncomfortable to do this, but I don't see any other option.
Oh, and we never write anything like this in a program.
