I am having a destination wedding where my fiance's parents decided not to participate. I want my mom to be escorted to her seat. Can she walk down aisle with the groom or should my brother walk her down?

Not all can attend a destination wedding. So, please don't be offended in your future inlaws don't attend.
Normally a groomsman escorts your mother. The best man could. If you don't have attendants, your brother definitely could. If this is an informal wedding, your fiance could on his way to the alter.
Please note that the couple is financially responsible for their attendant's lodging for the destination wedding.
I agree that your brother, not the groom, should escort your mother. It's increasinglly common for the groom to escort his own mother, but it would be awkward for him to escort yours. Shayna Walker, Williamsburg Wedding Design http://www.williamsburgweddingdesign.com
Usually the groom doesn't usher anyone in. But if this is a very intimate, very informal or non-traditional ceremony, he could usher his sister in then take his place. Shayna Walker, Williamsburg Wedding Design http://www.williamsburgweddingdesign.com
