Do I need permission from a priest to marry in a non-catholic setting
I am marrying a non-religious man, in a chapel with a minister of no denomination. Do I need permission from my Church to marry this man who is not of the Catholic community? And would I alone still be required to attend the marriage course given by the Church?

The answer is no, you don't need permission to marry outside the catholic church although it won't be recognized by them.
If he is amenable, I would suggest that you and your fiance make an appointment with your priest to discuss this issue.
The RCIA only requires one of you be Catholic although you will have to go through the marriage course together and you and your intended will have to promise any children will be raised Catholic.
If you are married "non-denominationally" and you decide to approach the church later, there is a provision called convalidation. It is essentailly the blessing of the RCIA on your marriage, not a remarriage and it requires the same promises listed above.
It's a decision you and your future husband should make together.
