How do I include adopted mother and step mother in the wedding?

My mother passed away almost 20 years ago. Since then my best friend's mother has taken over and has been my mother. The other issue I have is that my father remarried 10 years but I am not very close to her. How do I include both my "adopted" mother and step mother in the ceremony without offending anyone?

Dear Amadams,

A stepmother doesn't have to be viewed as one of the mothers, but could be. She could be seated right before your mother figure.

Best wishes,
