Time of wedding formal or informal?

My sister's wedding is planned for 6:30 PM. Is this considered a formal wedding time or semi-formal? We are trying to write the invitations and are not sure if we need to put "Black Tie Preferred" on the invitation. Any insight would be great!

6:30 is a formal wedding time frame and if you want black tie attire, you can state that as you proposed. Black Tie is all that is necessary.

I agree. And, "Black Tie Preferred" is very confusing. So, please do not use it.
