My fiance and I are getting married at a church we do not belong to which is out of state. The church is requiring a $75 church fee, $150 organist fee and a $100 wedding coordiantor fee? Do we still tip the priest?

Based on my experience, those fees are incredibly reasonable especially as you are not a member of the church. Gratuities are always appreciated. It would be lovely and, I am sure, most appreciated if you would tip the priest.
I know I am always touched when couples feel moved to put a little something extra in the envelope.

Is it etiquette to tip the officiant if you are inviting them to the refreshment break afterwards? As we are not having a reception because we cannot afford to but would still like to provide some finger foods and desserts to our quests would it be alright to invite the officiant and their family to this instead of tipping them or should we do both. As our officiant doesnt charge at all, would it be better etiquette to perhaps buy their family a gift basket instead.?
If you know your officiant well, than by all means it would be lovely to invite him and his family. However, if you do not, a tip or gift basket may be more appreciated.
