Explain to uninvited extended family before the wedding?

My partner and I both have family members we will not be inviting due to the small size and budget of our wedding, as well as the fact that we are not close with these people. There is the distinct possibility of hurt feelings here. How best to address this with them? We are getting suggestions from immediate (and invited) family to call or send an announcement before the event. What is the best thing to say?

Thanks.

Dear Nemiah,

Announcements are sent after the wedding. We don't announce that we are getting married before hand to those not invited. It would seem like we are just asking for gifts and stating that they are not good enough to be invited. It is best to send these after the wedding or just verbally inform them of the small wedding afterwards.

Best wishes,
