How to tell someone they aren't invited to the wedding

How do you reply politely to someone who asks you if she can come to the wedding and you are not planning to send her an invitation (due to size and cost restrictions for the reception site)?

Just be truthful and sincere. Say that, while you would love to invite everyone you know, it just isn't possible due to the large family, small venue, etc. Tell her you're so sorry and will be sure to share the pictures with her when you return.

I agree. And, please don't feel badly about it. Most understand.
