Should I send thank you cards to wedding guests who gave no gift?

Do I need to send a thank you card to the guests that attended both the ceremony and reception, but did not send a present? What about the guests who came to the ceremony but not the reception and again, no gift? If yes, what wording is recommended for this type of thank you card?

Dear Confusedinco, Thank you notes are only required for those who gave gifts. Best wishes, Rebecca Black, Etiquette Now
