     Should I send thank you cards to wedding guests who gave no gift?  

Do I need to send a thank you card to the guests that attended both the ceremony and reception, but did not send a present?

What about the guests who came to the ceremony but not the reception and again, no gift?

If yes, what wording is recommended for this type of thank you card?
