Unreasonable to exclude guests under 20

My brother is getting married in a few months and when his fiancee asked for our family's guest list she noted that she didn't want anyone under 20 to attend. We have a large extended family and this would exclude some of our cousins, all at least 16 years old, but not all (e.g. one 20 year old cousin could attend but not his 18 year old brother). My sister who turns 20 9 days before the wedding just makes the cut! The bride is an only child, as are her parents, so her side is mostly her parents' friends and the only people it would exclude for her is a family friend's 1 and 3 year olds. Is this a reasonable request? Should we abide by the request when making the list, or include our cousins who don't quite make the cut and just not mention how old they are?

Allow your brother to handle his fiance since I assume they are planning this wedding together.
