I work for a elegant B&B. The previous owners used linen napkins on linen table cloths for wedding buffets and dinners. The new owners ruined the linen napkins so they are using paper napkins. The plates are china and we use silver ware. Also the chairs have white chair covers on them with bows. Is it proper to use paper napkins?

Yes, it is proper to use linens. Paper is much too informal.
