We both have had children from our previous marriages and one together. He has two from his first and two from his second. I have two from my first and none from my second. We are thinking of letting them get dressed up (tuxes and fancy dresses) and were thinking of getting them boutonnieres and wrist corsages. But have been told that only the mothers, grandmothers, bride and groom should receive this honor. Would it be okay to just get the bride and groom and our seven children flowers?

Yes, you can give flowers to any one you wish. This is your wedding and as an encore the mothers are not really an issue. They are still 'honored', but they are not really viewed as host. Rebecca Black, Etiquette Now
